The Third Plenary Session of the Eleventh Central Committee of the Party held in December 1978 was an important turning point in the development of China's socialist cause. The meeting established the overall goal of establishing a socialist market economy and put forward the great decision-making of reform and opening up. The textile industry took the lead in the tide of reform and opening up. Over the past 40 years, the achievements of China's textile industry have attracted worldwide attention. They have maintained steady and healthy development over the years, played a role as a stabilizer in large economic fluctuations, and their status as a pillar industry has not wavered.

Enter the fast lane of reform and integrate into the global economy

With the entry into the new century, China's reform and opening up has also entered a new era, and the reform and opening up of the textile industry has entered the second stage. China's accession to the WTO in 2001 marked a new stage for China's opening up to the outside world. It also means that the textile industry has begun to integrate into the global economy and participate in international market competition. In 2002, the 16th National Congress of the Communist Party of China clearly defined the first 20 years of this century as an important period of strategic opportunities and proposed the strategic goal of building a well-off society in an all-round way. Later, the Eighteenth Middle School, the Fourth Middle School, and the Fifth Plenary Session of the Eighteenth Central Committee successively proposed to give greater play to the fundamental role of the market in resource allocation, and that the market played a decisive role in resource allocation, fully demonstrating the determination of government reform. . Such a major background and external conditions have brought the textile industry's reform, opening up, and structural adjustment into a fast lane, creating important historical conditions for the development of China's textile industry, and the future growth space has greatly increased.

Changes in the external environment have also led to changes in the internal system of the textile industry. In February 2001, the State Textile Industry Bureau announced the withdrawal, the China Textile Industry Association was established, and the industry management system was undergoing major reforms. Along with the process of state institutional reform, the textile industry has further completed its historic transformation. From the Ministry of Textiles to the Textile General Assembly, to the Textile Industry Bureau, the textile industry, which has a halo of planned systems, has completed its role transformation and made strides toward the socialist market economy.

The textile industry has changed from administrative management to industry management. From government to industry associations, management ideas, service space and service forms have changed a lot. Starting from industry research and research, the association determines the direction of industry development and proposes a series of development goals for the industry. Especially in the early part of this century, China's textile industry has proposed four development strategies: technology, brand, talent and sustainable.

It should be said that in the second stage of reform and opening up, China has entered a relatively perfect socialist market economic system. The discussion of the decisive role of market allocation resources has created a relaxed environment for the textile industry to participate in domestic and foreign competition. This period is the fastest and best period for the development of China's textile industry. Today, China has become a major textile producer, a major exporter, and a major consumer, and is moving toward a textile power.

Stable industrial status, deepening change

As the vanguard of opening up to the outside world, the forerunner of economic system reform, and the mother industry of the national industrialization process, the textile industry has achieved all-round and pioneering development in the great historical process of reform and opening up, and profound and fundamental changes have taken place. Made a multi-dimensional, historic contribution.

In the past 40 years, the textile industry has maintained steady and healthy development, and the status of the pillar industry has not wavered. In 2017, the export of textiles and garments was 274.51 billion US dollars, 127.4 times that of 1978, accounting for 12.13% of the total export value of the country. The net income earned by the whole industry was 241.9 billion US dollars, accounting for 57.3% of the country. Industrial textiles are developing rapidly, and the application fields are constantly enriched. The role of new growth poles in the industry is increasingly prominent. Most of the country's top 100 county economies have developed from textiles.

In the past 40 years, the textile industry has been committed to improving people's livelihood and the status of the civilian production industry has become more prominent. In 1978, China's per capita fiber consumption was only 2.9 kilograms, which is 38% of the world average. In 2017, the industry's clothing output was 28.78 billion pieces, equivalent to 6.89 pieces of clothing for the world's population. The industry has created a large number of jobs and is an important entry point for rural labor transfer. The employment of the whole industry exceeds 20 million. The in-depth advancement of informationization, service, and creativity has made the industrial ecology's ability to absorb labor more and more.

In the past 40 years, the textile industry has been insisting on open and inclusive development, and the status of the international competitive advantage industry has been gradually consolidated. In 2017, China's fiber processing capacity was 54.3 million tons (excluding glass fiber), which was nearly 20 times that of 2.76 million tons in 1978, accounting for more than half of the world's total fiber processing. The overall self-sufficiency rate of fabrics exceeded 95%, and the proportion of general merchandise exports increased from 35.7% in 1996 to 89.3% in 2017. China's textile industry has become an important industrial platform supporting the smooth operation of the world textile industry system and promoting global economic and cultural cooperation and governance.

In short, the 40-year development has laid a solid foundation for the construction of China's textile powerhouse, and has accumulated rich experience, which can be summarized into three changes:

The first is to expand the space to achieve the extension from the domestic market to the international market. In the 1980s, the industry seized the historical opportunity of global industrial transfer and opening up, and the “three to one supplement” export-oriented economy developed rapidly. After joining the WTO in 2001, China's textile industry entered the "fast lane" of global development, and the industry's ownership structure, development model, and equipment technology have made major breakthroughs. Since the 18th National Congress, with the cooperation initiatives such as the “Belt and Road” as an opportunity, China has formed a comprehensive and open new development pattern, and the industry is playing an increasingly important role in the construction of the community of human destiny.

The second is to increase the vitality of the market and realize the transition from planned economy to market economy. From "planned economy is the mainstay, market economy is supplemented" to "planned commodity economy"; from the market to play a "basic role" in resource allocation to play a "decisive role"; economic system reform continues to deepen, industry development vitality freed. The main body of business has experienced the transformation of state-owned enterprises to state-owned enterprises, and the individual economy, foreign capital economy, and township and village enterprises have achieved great development; “pressing the ingots” has further promoted the development pattern of the country’s retreat. As of 2016, among the state-owned industrial enterprises, there were 186 textile enterprises with assets totaling 123.285 billion yuan; 163 garment enterprises with total assets of 27.548 billion yuan; 43 chemical fiber industries with total assets of 92.277 billion yuan. In the private industrial enterprises, there are 13,614 textile enterprises with total assets of 1,194.894 billion yuan; 8,922 garment enterprises with total assets of 540.423 billion yuan; 1,260 chemical fiber enterprises with total assets of 219.121 billion yuan.

The third is to increase the value of innovation and achieve a leap from scale development to quality development. In the process of reform and opening up, China's textile industry is based on innovation and continuously promotes the improvement of the industry's total factor productivity and product added value. In particular, since the 18th National Party Congress, under the leadership of the Party Central Committee with General Secretary Xi Jinping as the core, the textile industry has focused on supply-side structural reforms, and has intensified quality reform, efficiency reform, and dynamic change. A good situation that complements the structure, pattern, and innovation. From 2013 to 2017, the income from the main business of the textile industry was increased from 63,759.86 billion yuan to 68,935.65 billion yuan, and the profit amount increased from 350.605 billion yuan to 376.88 billion yuan. The industry's independent innovation capability, technical equipment level and product development capability have been greatly improved. Intelligent manufacturing has been promoted in an orderly manner, and business innovation has flourished. The scene economy, platform economy, and sharing economy have been widely infiltrated, and new industry models and new services have emerged.
